How Ukrainian Civil Society Became a Force for National Defense

Initially expected to collapse following Russia’s full-scale invasion in February 2022, Ukraine has instead demonstrated remarkable resilience in the face of authoritarian aggression. Underpinning this strength is a vibrant civil society shaped by decades of transformation—from independence and the Orange Revolution to the Maidan, the annexation of Crimea, and the war in Donbas. In his presentation, Ambassador Andriy Shevchenko examined how the strength, vitality, and adaptive capacity of Ukrainian civil society have contributed directly to the country’s defense and democratic resilience—from carrying out work to reform Ukraine during the war to documenting Russian atrocities and conducting international advocacy. Drawing on these examples, and insights from NED’s Ukrainian partners, he demonstrated how international support for civil society has strengthened Ukraine’s capacity to defend its sovereignty and freedom and resist aggression. He also explored parallels with other democracies facing pressure from powerful authoritarian neighbors and consider the lessons these countries may draw from—and share with—Ukraine.
Amb. Shevchenko’s presentation was followed by a fireside conversation moderated by Damon Wilson, President and CEO of the National Endowment for Democracy. Featured speakers included Ambassador Melanne Verveer, Executive Director of the Georgetown Institute for Women, Peace and Security.
