Dear Mr. President,
On behalf of Ukrainian women leaders and civil society organizations, we write to urge you to ensure that any negotiations concerning Ukraine’s future fully include Ukrainian representatives—especially women—who have been at the forefront of the nation’s resilience and recovery. Russia’s war against Ukraine is an unprovoked act of aggression that has inflicted immense suffering, and any peace negotiations must reflect the voices and experiences of those who have endured the greatest impact.
We are deeply concerned that Ukraine is being excluded from critical discussions about its own sovereignty. Any negotiation process that does not prioritize the perspectives of Ukrainian civil society—particularly women, who play pivotal roles in humanitarian relief, governance, and security—risks undermining the principles of justice and long-term stability. Excluding women also disregards the commitments outlined in UN Security Council Resolution 1325 on Women, Peace, and Security, which recognizes that inclusive peace processes lead to more durable and just outcomes—principles you championed by signing it into law on October 6, 2017.
As negotiations move forward, we urge you to ensure a human-centered approach that considers the profound humanitarian and societal impacts of any potential agreements. Beyond territorial integrity and security guarantees, peace must also address justice, accountability for war crimes—including conflict-related sexual violence—and the future of millions of displaced Ukrainians. Women have been instrumental in Ukraine’s war response and recovery; they must also be key architects in shaping its post-war future.
The United States has long been a steadfast ally of Ukraine. In this critical moment, it is imperative to reaffirm that any path to peace must be just, inclusive, and reflective of the democratic values we collectively uphold. We urge you to take decisive steps to ensure that Ukrainian women and civil society leaders are directly engaged.
