What to KnowThe Democratic Republic of Congo (DRC) continues to experience multi-faceted and highly fragmented armed conflict. Since 2012, M23 rebels have been a primary instigator of instability after launching a major offensive in January 2025 in the country’s east, including sieges of both Goma and Bukavu. Women have borne the brunt of this conflict, with reports of widespread sexual violence perpetrated by M23 rebels, the DRC armed forces, and other civilian protection militias. The DRC and Rwanda signed a U.S.-brokered peace agreement on June 27, 2025, and talks took place to secure a peace agreement between the DRC government and the Congo River Alliance, which includes M23. However, these efforts remain fragile and fail to address women and girls’ multifaceted needs. While attention has been centered on the M23 rebels, other armed groups—such as the Allied Democratic Forces (ADF)—have exploited the state’s distraction, as well as a growing security vacuum following the withdrawal of UN security forces, to carry out violent attacks on civilians.
