What to Know

The Democratic Republic of Congo (DRC) continues to experience protracted armed conflict particularly in the east, fueled by competition over land and mineral resources, weak state institutions, regional security tensions linked to the 1994 Rwandan genocide, and the proliferation of armed groups. The conflict escalated sharply in 2025 when the Rwanda-backed M23 seized the major cities of Goma and Bukavu, expanding its territorial control across parts of North and South Kivu. Despite repeated attempts at negotiations involving the DRC, Rwanda, and M23, including the US-facilitated Washington Accords between the DRC and Rwanda and the Qatar-facilitated Doha process between the DRC and M23, fighting persists in the eastern part of the country as fragmented armed groups continue to clash over disputed territory. The conflict has led to one of the world’s largest humanitarian crises, as insecurity and armed violence have displaced millions and restricted access to healthcare and humanitarian assistance. Women bear the brunt of the crisis, facing  widespread sexual violence reportedly perpetrated by armed groups.
