Executive Summary

In mid-2014, the Department of Foreign Affairs, Trade, and Development (DFATD) contracted with Inclusive Security to conduct an independent mid-term review of Canada’s National Action Plan (CNAP). The Plan, “Building Peace and Security for All,” covers the period 2010-2016. Annual progress reports for 2011-2012 and 2012-2013 were tabled in January 2014 and March 2014, respectively. The Plan is a strong example of Canada’s enduring commitment to women’s inclusion in peace and security processes. It has had a significant, positive impact on areas including: prioritization of women’s inclusion by Canadian personnel; Royal Canadian Mounted Police International Policing Development (RCMP/IPD) recruitment, training, and communication practices; Department of National Defence training practices; and multilateral and bilateral partnerships and external perceptions of Canada’s role as a global leader in the area of women, peace, and security. The CNAP is one of few National Action Plans in the world to include a monitoring and evaluation framework.
