Abstract

This report addresses how to ‘engender’ early warning monitoring/exercises. Specifically, it evaluates and advocates: (1) incorporating gender-sensitive indicators into information collection to address grassroots signs of instability, and (2) incorporating gender analysis/perspectives into the formulation of response options to ensure discriminatory practices are not perpetuated in post-conflict situations. In proposing these recommendations, the report aims to make early warning more comprehensive, ‘earlier’, and to make preventive actions for effective and permanent.
